Payment Plans
Policy
Pursuant to California State University (CSU) Policy 4071 and AB 503, SDSU offers two payment plan options. If your vehicle has been immobilized or towed, you will not qualify for a payment plan.

A registered owner or person responsible for the citations may enroll in a payment plan when they have multiple unpaid parking citations or owe a minimum of $200. You have 60 calender days from the issuance of a notice of parking violation or 10 days after an administrative hearing determination, whichever is later, to request a payment plan. Upon enrollment, a minimum initial payment of 10% of the amount is owed, plus a $25 enrollment fee. Subsequent payments must be made on a monthly basis as set by SDSU Transportation Services for the durations shown below, but citations may be paid in full at any time during the agreement.
Payment Plan Duration
- For fees beween $200 - $400, payment plans may not exceed six months.
- For fees over $400, payment plans may not exceed nine months.
If you default on a payment plan, a subsequent payment plan will not be offered for those citations and any late fees placed in abeyance will be immediately reinstated.
In accordance with California Assembly Bill 503, registered owners or responsible parties who meet "indigent" (low-income) status may enroll in a payment plan for unpaid parking citations.
Enrollment & Deadlines
To apply, you must submit an Indigency Determination Request Form in person at the Transportation Services office during posted business hours.
- Timeline: You must apply within 60 days of the citation issuance or within 10 days of an Administrative Hearing decision (whichever is later).
- Cost: There is no fee to enroll.
- You must be receiving and provide proof of public benefits from one or more of the following:
- Supplemental Nutrition Assistance Program (SNAP), or California Food Assistance Program (CFAP) and CALFresh
- Supplementary Security Income (SSI) and State Supplementary Payment (SSP)
- Cash Assistance Program for Aged, Blind, and Disabled legal immigrants (CAPI)
- County Relief (CR), General Relif (GR), or General Assistance (GA)
- In-home Supportive Services (IHSS)
- Tribal TANF
- CalWorks
- Medi-Cal
- Or your monthly income is 125 percent or less of current federal poverty guidelines.
- Please note, should you request and are approved for indigent status for a hearing and you are found liable for the citation, you will have only 10 days from receipt of your determination letter to request a payment plan.

- Monthly Payments: Payments are due every calendar month. There is no grace period.
- Mailed payments: These are considered on time if the postmark is on or before the due date.
- Parking Permits: Enrollment does not grant free parking; you must still purchase a permit and follow campus parking rules.
Details of the Plan
- Late Fee Waiver: Existing late fees are removed (one-time only). Future late fees are paused while you are on the plan and waived entirely once the plan is completed.
- DMV Holds: Any current registration holds will be temporarily removed, and no new holds will be filed as long as you stay current on payments.
- Towing Protection: Citations on an active payment plan do not count toward the threshold for booting or towing.
Important Restrictions
- Plans cannot be modified after initial set-up. New citations received after you start a plan cannot be added to it. You cannot run two plans at the same time.
- Defaulting: If you miss a payment or submit a late payment, you have a one-time 45-day extension to catch up. If you fail to do so, all waived fees and DMV holds will be reinstated.
- Towed Vehicles: If your vehicle is towed for other reasons, all citations (including those on the payment plan) become due immediately.
- Other Holds: This plan does not affect Franchise Tax Board intercepts or University student account holds.
